Usage:	TATTOOING "TARGET NAME" "LOCATION" (REMOVE)/"TATTOO DESCRIPTION"
Examples:	tattooing bob arms a skull and crossbones tattooing bob arms remove
Description:	This skill allows a player to tattoo the body parts of the target. The target must hold still for it, of course. What results can only be seen when the proper wear location is not covered by clothing. Tattoos can also be removed with this skill. Parts available for tattooing include: arms, legs, hands, head, feet, wrists, neck, and torso.
