Description:	The ability for fighters to use wield higher level blunt-class weapons.

• This Expertise has no effect for non-Fighter Baseclass characters.
• The X4 Flag allows fighters to wield/hold weapons up to the expertise rank higher than the overall character level.
  • Example: A level 91 fighter with 10 ranks of blunt focus may wield a level 101 blunt weapon.
