1. Scriptable changes: new flags $w, $W. functions: deity, clan, clanrank
2. Arrest-related skills now work fine when used on parent areas over several children areas.
3. Prop_RoomForSale, Prop_RoomsForSale, Prop_LotsForSale, Prop_AreaForSale now support rental property automatically withdrawn from bank accounts with a RENTAL flag in the parameters.
4. Arrest now includes a crime of robbing property, defined as taking something from private property when the owner is not present.
5. Arrest now includes a sales tax applied to all shopkeeper goods in the area.
6. Arrest now includes a local citizen tax setting for mobs with the Tax Collector behavior.
7. Arrest now includes a property tax applied to the value of owned property. Money is automatically withdrawn from bank accounts, or may be paid to a tax collector.
8. Arrest now includes a treasury room and container for all taxes collected.
9. Arrest now includes a law against tax evasion
10. Size of the list of entries in a journal can be controlled with JOURNALLIMIT ini entry. New features of journals include ability to filter on new msgs when listing, to read the next message, and to list old messages with an OLD parameter.
11. Enough bug fixes and java optomizations to frighten small children.
