Some cities have a codified list of laws for all intelligent inhabitants to adhere to. The legal system identifies who the enforcers of the law (often city guardsmen) will be, as well as a single judge to mete out justice.

===How to Commit a Crime===
In CoffeeMUD, for a crime to occur, it must:
*occur within the area that has the law
*be witnessed by an intelligent mob within 1 room radius from the crime scene
*be committed by an intelligent mob (with an intelligence score of 3 or more)
